On June 5, 2020, Governor of California Gavin Newsom announced that film and television production could resume in the state beginning June 12, provided that conditions permit and approval is received from a countys public health officials.170 Newsom incorporated key guidelines from the task forces report.171 The next day, a group of unions including the Directors Guild of America, the International Alliance of Theatrical Stage Employees, the International Brotherhood of Teamsters, and SAG-AFTRA published a 36-page report detailing safety protocols agreed upon for union film and television productions, including regular testing of cast and crew members, closed sets, access zones, shooting limited to ten hour sessions, and all productions requiring an on-set health safety supervisor.172173 On February 9, 2021, it was announced that Blue Sky Studios, an animation studio which had been acquired by Disney during its purchase of 21st Century Fox, would be closed due to the economic impact of the pandemic on their business operations. The closure of Blue Sky also resulted in its cancellation of a film adaptation of Nimona, which was reported to be 75% complete
Color : Another major technological development was the introduction of natural color, which meant color that was photographically recorded from nature rather than added to black-and-white prints by hand-coloring, stencil-coloring or other arbitrary procedures, although the earliest processes typically yielded colors which were far from natural in appearance.citation needed While the advent of sound films quickly made silent films and theater musicians obsolete, color replaced black-and-white much more gradually.citation needed The pivotal innovation was the introduction of the three-strip version of the Technicolor process, first used for animated cartoons in 1932, then also for live-action short films and isolated sequences in a few feature films, then for an entire feature film, Becky Sharp, in 1935. The expense of the process was daunting, but favorable public response in the form of increased box office receipts usually justified the added cost. The number of films made in color slowly increased year after year.
Profit is a key force in the industry, due to the costly and risky nature of filmmaking many films have large cost overruns, an example being Kevin Costners Waterworld. Yet many filmmakers strive to create works of lasting social significance. The Academy Awards also known as the Oscars are the most prominent film awards in the United States, providing recognition each year to films, based on their artistic merits. There is also a large industry for educational and instructional films made in lieu of or in addition to lectures and texts. Revenue in the industry is sometimes volatile due to the reliance on blockbuster films released in movie theaters. The rise of alternative home entertainment has raised questions about the future of the cinema industry, and Hollywood employment has become less reliable, particularly for medium and low-budget films.6
Education and propaganda Main articles: Educational film and Propaganda film. Film is used for a range of goals, including education and propaganda. When the purpose is primarily educational, a film is called an educational film. Examples are recordings of academic lectures and experiments, or a film based on a classic novel. Film may be propaganda, in whole or in part, such as the films made by Leni Riefenstahl in Nazi Germany, US war film trailers during World War II, or artistic films made under Stalin by Sergei Eisenstein. They may also be works of political protest, as in the films of Andrzej Wajda, or more subtly, the films of Andrei Tarkovsky. The same film may be considered educational by some, and propaganda by others as the categorization of a film can be subjective.
Technology See also: Cinematic techniques Film stock consists of transparent celluloid, acetate, or polyester base coated with an emulsion containing light-sensitive chemicals. Cellulose nitrate was the first type of film base used to record motion pictures, but due to its flammability was eventually replaced by safer materials. Stock widths and the film format for images on the reel have had a rich history, though most large commercial films are still shot on and distributed to theaters as 35 mm prints. Originally moving picture film was shot and projected at various speeds using hand-cranked cameras and projectors though 1000 frames per minute. frames is generally cited as a standard silent speed, research indicates most films were shot between 16 frames and 23 frames and projected from 18 frames on up often reels included instructions on how fast each scene should be shown.13 When sound film was introduced in the late 1920s, a constant speed was required for the sound head. 24 frames per second were chosen because it was the slowest and thus cheapest speed which allowed for sufficient sound quality.citation needed Improvements since the late 19th century include the mechanization of cameras – allowing them to record at a consistent speed, quiet camera design – allowing sound recorded on-set to be usable without requiring large blimps to encase the camera, the invention of more sophisticated filmstocks and lenses, allowing directors to film in increasingly dim conditions, and the development of synchronized sound, allowing sound to be recorded at exactly the same speed as its corresponding action. The soundtrack can be recorded separately from shooting the film, but for live-action pictures, many parts of the soundtrack are usually recorded simultaneously.
Box office : In early March 2020, it was predicted that the global box office could lose US billion as a result of the pandemic. Countries that are pandemic hot-spots have closed or restricted cinemas and movie theaters, negatively affecting film revenue. Attendance has also been lower in other regions. Following the pandemic in mainland China, 70,000 cinemas were closed in January 2020. In the first two months of 2020, Chinas box office was down to US.9 million, compared to US.148 billion in the first two months of 2020.2 Later, as a result of the pandemic in Italy, on March 8, 2020, the Italian government ordered all cinemas to be closed, for up to a month. Before the closure, box office tracking estimated a 94% drop for the weekend of March 6–8 compared to the same period the previous year.8 Because of the growing pandemic in France, cinemas are operating at half capacity, leaving strategic seats unavailable to reduce proximity in the screens,9 a move followed days later by the Irish and Northern Irish cinema chain Omniplex Cinemas.10 On March 12, Qatar also closed all cinemas,11 as did the US on March 17, Malaysia and Thailand on March 18,12 the UK on March 20, Australia and New Zealand on March 22, and Singapore on March 27.13 After a state of emergency was declared in Tokyo and six other prefectures in Japan on April 7,14 over 220 cinemas were closed.151617
On June 15, it was announced that the Academy Awards would be pushed back by two months from February 28 to April 25, so that the cutoff for eligibility could likewise be extended from December 31, 2020, to February 28. The Academy Governors Awards and Scientific and Technical Awards have been postponed indefinitely. The British Academy of Film and Television Arts BAFTA subsequently announced that it would follow suit and postpone the 74th British Academy Film Awards to April.40 On June 22, the Golden Globe Awards were also delayed from early-January to February 28, 2021 filling the Academy Awards former date.41 The Screen Actors Guild Awards were also postponed from January 24 to March 14.42
At the start of March, the James Bond film No Time to Die, which was scheduled to premiere in March 2020 and to wide release in April 2020, was postponed to November and then subsequently to April 2021.84 No Time to Die was the first film to change its planned release outside of China because of the early outbreak of COVID-19, and has opened discussions of dramatic implications on the film economy: many other productions had avoided scheduling releases at the same time as the 25th Bond film, and its new November date is in the busy holiday release period, leading to low box office intake in MarchApril and uncertain intake in November.21 However, the postponement could reportedly generate more publicity for the film, and is also taking the familiar November release slot of the past two Bond films.85 It has also been suggested that other high-profile films will follow and postpone releases, creating a similar effect.2184 Several other films soon followed in postponing their releases worldwide: the heavily promoted Polish slasher film W lesie dziś nie zaśnie nikt Nobody Sleeps in the Woods Tonight was postponed from March 13 to some point in the future when the situation had settled,86 and the political documentary Slay the Dragon had its theatrical release moved from March 13 to April 3.31
